    Another common limitation of citation counts is that there may be important differences between the impact assessment and the quality of the articles. The quality of a work is essentially characterized by the potential value each researcher attributes to it; therefore, this cannot easily be measured in an objective and quantitative way (Byrne and Chapman, 2005; Dumont, 1989; Smith, 2001). On the other hand, no distinction is made between positive and negative citations, so controversial and defective items can be highly cited (Ioannidis et al., 2014).
